What you will do
The Cabinet Liaison Officer (CLO) supports the Department and its portfolio Ministers to participate in the Cabinet process. This includes coordinating Cabinet Submission drafts and accompanying briefs, lodging comments and advising departmental staff. Additionally, you will need to negotiate persuasively, use sound judgement under pressure and liaise with high level stakeholders including Ministers offices and the Secretary’s office. The CLO also provides support and guidance to the assistant CLO and assists with Ministerial Support tasks when required.
Key tasks for this position include:
Coordinate the processing and distribution of Cabinet and Cabinet Committee documents within the Department and to portfolio agencies
Manage the flow of classified Cabinet documents in and out of the office
Lodge departmental Cabinet submissions, Memoranda, departmental comments and ensure all are provided in a timely manner and meet Cabinet requirements
Assist with training/presentations on Cabinet when required
Provide advice and support to the department on Cabinet processes and submissions
Maintain effective internal and external working relationships including with departmental line areas, Cabinet Division and stakeholders in other departments
Manage departmental Cabinet documents in a secure and appropriate manner and in accordance with the Cabinet Handbook and departmental and information security protocol
Assist the CLO team by maintaining and developing efficient and effective processes and practices, including continuous improvement activities
Lead the prioritisation of inbox workflow and work cohesively with the Ministerial and Cabinet Liaison team
Escalate issues as appropriate.
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens. This position also requires a Negative Vetting 1 security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
Notes
This position is being filled on a 12-month basis. High performing APS5s and substantive APS6s are welcome to apply.
The Cabinet Liaison Office is open 7 days a week from 8:00am to 10:30pm and as such, paid on call work is required. On call hours (6pm – 10:30pm weeknights and 8:00am – 10:30pm weekends) are shared evenly among the team. The vast majority of ‘out of hours’ on call work can be performed from home, however in-office hours are covered 8am – 6pm weekdays. Staff are rostered on early (8am-4pm) or late (10am-6pm). The roster is equitably divided among 4 staff and personal commitments are considered when drafting the roster. Restriction allowance and overtime are payable for staff working on call.
